Charles Willey, M.D.

CEO, Chief Medical Officer

Innovare Health Advocates

Dr. Willey has practiced general internal medicine in South St. Louis County and the surrounding areas for more than 30 years. Because the business of medicine can be a significant help or hindrance to quality patient care, Dr. Willey has worked to advance programs that reduce costs and focus on patients. Dr. Willey was founder and CEO of Essence Healthcare for its first four years of operation. Dr. Willey also led Esse’s professional liability insurance captive, Essential RRG.

He created a cross IPA risk sharing model that supplants a substantial layer of reinsurance.  Dr. Willey has organized physicians into very successful groups including, Innovare Health Advocates, Esse Health, Senectus II and the South County OutPatient Surgery Center, the latter of which was a group of surgeons.  He has also led the production of an electronic prescription writer which evolved into an EMR as well as the population health management software that has evolved to the product Essence Group Holdings now call ADSP.  Dr. Willey has advised hospitals on quality, performance and critical relationships with physicians.

Dr. Willey received his M.D. degree at the University of Missouri at Columbia and completed his Internal Medicine residency at St. John’s Mercy in St. Louis.
